Depends what you're going to do with it. Personally I choose Intel over AMD, but if I were going to be budget conscious but still want performance, I'd choose AMD. Let us know what you need the CPU for and then we can give advice.

If Intel is better than AMD, why is it better?

For all of them, but without knowing the exact cpus well intel is better for:

More powerful
Less energy
Better efficiency
Higher overclockability

luckily most peoples motherboards or power supply units fail before a chips overclock headroom can be.

With new chips I don't think Intel has a higher overclockability looking to extreme ocs...
Intel has almost always a wall, for example my chip his wall is 5.3GHz (don't think much people have this oc daily though...).
Anyway, I agree if you'd say Intel is better overclockable. Needs less voltage and stays easy under his max temp (max temp of AMD CPUs in general is lower.)
