Intel H81 Chipset or Intel B85 Chipset

the B85 is $39 extra is it worth it or not much difference?

gaming and 3d rendering setup
 
Not much of difference in those chipsets, I'd compare specific board features at that point instead.
 
The B85 will have the following,

4 DIMM slots vs 2 on the H81
4 USB 3.0 vs 2 on the H81
4 Sata 3.0 ports vs 2 on the H81
1 PCI-E 3.0 x16 slot vs 1 PCI-E 2.0 x16 slot on the H81
2 extra PCI-E 2.0 lanes (8 lanes) from the chipset vs 6 lanes on the H81

Keep in mind, these are maximum supported values from the B85 chipset and do not mean that the manufacturers of specific board models may contain all of this. As beers have said, compare the specific board features to see what you get extra on the B85.

Ideally, you'd want Z87 or if you haven't bought the i5 4460 yet, go for the skylake platform as that's newer.
 
While the i5 4460 and H81 motherboards are affordable, you would benefit from the platform improvements that would come with a Skylake based system and perhaps an i5 6500 or something like that.

If you are set on the i5 4460 I suggest going with a B85 board for the PCIE 3.0 X16 slot which will extend the life of the machine as GPUs become more and more powerful.

Upgrading to skylake gives you access to DDR4, U.2, M.2 and other features that, while they can be found on socket 1150 boards, are much more common on 1151 including on lower end boards.

A lot of people buy a motherboard without paying attention to other features on the board. Do you need legacy support in the form of onboard VGA out or maybe PCI slots? Do you want high quality integrated audio? Are you ok with a low end NIC or would you prefer a higher end NIC? Does the board support Xfire/SLI? etc etc.

The motherboard is the most critical system component, because it is the component across which all other parts (excluding power supply) communicate with each other.
