which monitor should I buy?

I am looking to get a LCD monitor with built in TV tuner. It needs to be at least 17", good quality for both the monitor and tv. It should include a remote as well. It NEEDS to be less than $400 after tax (although most internet sites do not have to charge tax) and have at least a 90 day warranty

I dont expect super high quality, but I dont want it to look like I am watching some show from the 80's.

I had bought a 15" by accident thinking it was the one from display. I bought it on the spot since it was an open item and $50 cheaper. But I soon learned that the quality just plain sucked. The monitor had bold and narrow spots and the tv looked like a low res .mpg movie blown up. So I decided to return this exact monitor: http://www.monitoroutlet.com/M90032.html

I definitely want a monitor with a tv tuner for multiple reasons. I dont not want a tv tuner card. Its just my preference

Can someone at least tell me what REALLY needs to be looked at when buying a monitor?

1. Contrast, higher better, aim for 400:1 as a minimum
2. Refresh rate, lower better, aim 16ms or lower (although personally i peg it at 12ms or lower)
3. Size (duh)
4. Dot pitch, lower better, 0.29 or lower (shudder)
5. Brightness, higher better (at least for me)
6. Price, lower better
