Is there really any difference between these? I'm just looking for something to test a board with and if it works it is going to be in a PC for listening to music and surfing the net and that is all.

The GSkills timings are ever so slightly better. Not enough to really matter, especially in a general use machine. I would get the Wintec RAM, just because it's 50 someodd cents cheaper.
For all intents and purposes they are the same, for whatever reason the GSkill set says it needs 2.6-2.75V which I find quite odd. A 512MB stick of PC3200 at CAS2.5 shouldn't need more than the stock voltage, even 512MB CAS2.0 sticks don't need more than 2.5V

I like G Skill over Wintec but for what your using it for I would go for the cheapest. That is weird about the voltage on the G Skill, they probably just bumped the voltage up to sell it for the lower timing
