Which Option Would You Choose?

Finally looking to upgrade this fossil of a computer I've got, since the motherboard seems to be failing.

Current Specs:
Intel Xeon x5650
GeForce GTX 970
32GB RAM

So I've got a few options here. A couple barebones ones that come only with a case, CPU, and mobo:

With that option I could just transfer all the other stuff over. I'm leaning more towards the one with the Intel i7-9700... but I'm not sure my GPU would fit in there. It's water cooled as well, only single fan, and looks like it might be able to squeeze in the top of that... but I'm not 100% sure on that.

The other option I've got is getting a whole computer, for which the only candidate I've found is this:

I think the processor on that one is a little bit better, but probably not a whole bunch.
And I think my video card is slightly better, so I'd replace that. But, then I'd have a backup, which is nice.
Not as much RAM as I'd like, either, but I think I've got some 8GB sticks laying around that should work.

Those are all right around the max of my budget right now. If anyone has advice on what they think the best choice would be, or any better alternatives it'd be greatly appreciated.
