Which processor is better????

Well that's awfully broad.
If the price is the same, I would say go with the Intel. The Sempron is the lowest of AMD's processors, and is roughly equivalent to the Celeron line of processors which Intel makes. The p4 is also hyperthreading-capable, which helps.
 
Definetly the Intel if you plan to game... Sempron's are wonderful processors and can play games pretty well, but I do beleive a P4 would be the better choice. But also, as others said, I'd look into an Athlon. That should top both of those listed.

Other way around buddy...

Those processors aren't even in the same class, so theres no point in comparing them. The Sempron is a budget processor and the P4 isn't.
