Which PSU Is The Best???

the first one has 22A + 22A on the 12V line
Take a look at the total +12V output (34A). TBH, there are better units available for the $115-$130. The Corsair HX520W and OCZ GameXStream 700W come to mind.
 
Is the second one a good enough PSU for the system I want to get?

Or is there a better one for the value I should consider, I don't want to go more than the price of the second one.
 
The latter is definitely better, and yes it would be very good for that system.

If you need to save some money, the Hiper R-Series power supplies are very good for about $100. But if not, then definitely go with the OCZ.

More than good enough.

Better PSUs at better prices (in decending order of quality):
Corsair HX520
OCZ GameXStream 600W

More than adequate at yet cheaper prices:
Antec NeoHE500
Silverstone ST50-EF Plus (not sure how long the special will last, but it's supreb value at $80).

Now I applaud you for not cheaping out on a PSU, but do realise that any of the above units will comfortably handle a pair of those 79 series cards in SLI.
