Why are the Virgin media broadband rates so inconsistant?

Im paying for 10mb but on my internet speed test im getting 2.5mb ????
I dont know if anyone else has had this problem, but the Virgin media customer service is freaking terrible.

I've got the complete opposite to you. I'm with virgin, we are paying for 20mb and the lowest I have ever seen it is 18. Things such as traffic at the times which you use it and distance from the box can affect it.

I've also found if you speak to the proper customer service, as though not the indian call centres, their people are pretty good
