Why does a 150GB hard drive need 75GB of space to format?

I have an external hard drive. I haven't formatted it myself, but it came with only 75 of the total 150 GB available. I'd really like more of that space. . .Any suggestions?

there are two ways to do it. in my computer right click the drive and hit format. or you can right click my computer go to manage. then go to disk management and right click the drive and chose format

If it already has a 75gb partition you will have to delete the partition and create a new one the whole drive size if thats the way you want it then format.
