why does it change to www.webways?

when I type in http://www.ijhp.org/index.html (in order to get the Internet Journal of Health Promotion), instead - it changes it to www.webways, and presents a screen for Webways (that has a list of things like pottery - which I happen to coincidentally like but that isn't what I'm looking for)
why does this happen and how can I find the journal?

what I have is Norton antivirus

when I click on the www as above, that still just produces webways - see what happens if you click on the journal - is it just me who gets webways?

in the past I have had adware problem, but things have been working fine since that was taken care of
