Why does my CPU max-out at 50~52%?

Read specs below.

I'm running Adobe Premiere Pro 2.0 and my CPU reaches maximum (meaning computer responds much slower) at 50~52%, but my earlier CPU P4 2.4 non-HT maxed out at a 100%.

Does this have anything to do with Hyper threading?
Is there any setting that can fix this?
 
If you have a dual-core processor, it takes the average of both cores. So if your running a virus scan or something, thats using 100% of one core, then in task manager it will say around 50%+.
 
It's not dual-core, it's just Hyper Threading.

The thing is that both HT read outs seem to be at 100%, but the total load reads at 50% and Kernel at approximately the same, that's what I don't understand.

Does it mean that my CPU is being underused for some reason?
 
Hyper Threading is faking dual cores, it produces the same effect in Task Manager. Your CPU isn't being under used.
 
could be hard drive lag, or lack of system memory...

some applications don't need hyperthreading, or dont support hyperthreading (same goes for dual core)
