Why is the CNPS 9500 advertised as being silent

Why is the Zalman CnPS 9500 advertised as being silent. I can hear it on lowest settings and on full settings its so loud i can hear it from downstairs. It kinda sound like the sound the nucular plant in the Simpson's makes when its time for homer to go home (HAHA).
Does everyone elses make a lot of noise of is there something wrong withg the bearings in mine or something? Its by far the loudest thing in my computer. Annoys me the way its advertised as silent when i can buy a 64p fan form ebuyer that is soooo much quieter (almost silent) and runs at the same RPM
 
It is actually very quiet, i dont know what you are talking about... it also takes temps down by a BUNCH, which is the real reason to buy it anyways.
 
I do have many fans in my comp (11, something like that) but then you probably have a broken fan or something. Mine is quite quiet all by itself, even on the highest setting.
 
No im sure its the cnps thats makeing the noise do you think there is a fault with the fan or im being picky, i think it is so loud though
