Why some cards have RAM chip heatsink, some don't ?

My other card was a ASUS 8800GT-512 and it had a large heatsink that was connecting with all the memory chips around the GPU. My new card (Sapphire HD4850) only has a GPU heatsink. It's the overclocked versions that have RAM cooling I figure ?
 
Depending on make and model the heat sinks and fans are added mainly due to seeing a larger vpu chip on the card itself. What that does is act as a second cpu in order to take the load off of the main processor in effect seeing better overall performance. When ocing video cards some will go as far as adding a liquid cooling setup to prevent the card from overheating while ocing.
