why speed so slow?

I assume you are talking about the core speed, right? I believe that is because of v-droop(is that the right term?). It slows the cpu speed down while idling to conserve power.

Do something intensive and watch it go back up to full speed.

Nope, its called AMD Cool N' Quiet technology. If you always want it to be the true speed you need to disable it in the bios and possibly uninstall the software in windows.
 
I would not overclock it, just disable amd's cool n quiet software. That's a 3 ghz processor. What do you use your computer for?
 
The processor will speed back up when needed. What are your other specs like memory and video card?
 
I just disable my Cool n' Quiet... the CnQ makes me feel like my CPU will be damaged because of low use. (I feel the same when I leave my engine on idle for too long.)
