why vcore in BIOS different than windows?

1) like the title says, why does the voltages in the BIOS is always higher than voltates in program from windows (such as PCwizard or cpu-z)?

2) which one is more accurate?

3) does this have to do with vdrop or vdroop? what do these two terms mean? and how do u correct vdroops?
 
there is still a difference in CPU voltage between the system health status, BIOS, and detection programs. which one is the most accurate??
