This has been a problem for me for a while so I decided to see if I could fix it.
Here is my problem:
On ANY file whatsoever:
I right-click on a file and click "Open With..."
normally this would bring up a box with some various programs to select from to open the file with and to let Windows open them up as default and other things. Here is a screen of the window I'm talking about:

Instead I get notepad trying to open the file.
This happens with any filetype I select and obviously if notepad opens an MP3 file....all I get is wierd symbols and jargon.
The only way to get to that window is to go to Tools>Folder Options>File Types and select the file extension and click "Change" this brings that window up.
Any ideas on how to fix it?
OS is Widnows XP Home SP1
