wierd temp readings on cousins computer

im in china right now and noticed how my cousin's computer have an extra system fan...they have stock cooler and probably really crappy heatsink. however the cpu temp is only 25 degrees lower than my computer..now what's with that? and the motherboard temp is only 10 degrees..all in celcius..wierd. Anyone know what' going on?
 
They must have a cooling system that's better than you think. Also, 25 degrees is a LOT of a differenct. Also, what is the ambient room temp in his house? And what is it in yours? Also, what processor is he running? Low cache sizes and slow FSB's make a proc run pretty cool than most higher-end procs.
 
wow i made alot of typing errors, the computer doesn't have an extra cooling fan. Cross out the only on the 25 degrees.

they have minimal stock cooling, room temp at the time i was there was around 85F.
