Will low amps on 12v rail keep a card from working?

I was given an EVGA 9800gt Akimbo for Xmas... just got non busy enough to put it in and try it out.

I hook it up and I get nothing but the fan powers... I assumed the fan runs off of the PCIe slot..

I have a thermaltake 430 PSU with a single 6pin 12 at 16a or 18a(I forget but it is def one of those two). And the 9800gt should get 26a

When I turn the comp on I get nothing the monitor just keeps looking for a signal.

Old card 9699gt ocie still works just fine in the slot... DVI converter is good as I tried it on the good card.

So my question is, can a PSU with low amps on the 12v 6pin rail keep the whole GPU from firing off/starting up?
 
Possibly. The more likely option would be it would boot, but be unstable under load. Do you have another way to test the card? It may simply be the card is bad, but you should probably look into a PSU upgrade anyway. Running the power supply so close to its limit is a very bad idea and can leave you with a tower that's a better paperweight than computer.
 
in the next day or two I will go buy a PSU with a high 12v rail amperage to test it then return it ( I hate doing that but I must rule out my PSU before I raise holy hell with the eBay vendor that sold this thing to my wife...
 
Do what you have to do I guess. In general I also wouldn't recommend buying from anywhere that doesn't have a warranty. Ebay is pretty good, and I'm not saying you were intentionally sold a bunk card, but anything can happen during shipping and I don't like the idea of being stuck with failed hardware for one reason or another. Hope the new power supply helps.
