Will this GPU bottleneck my CPU?

Alright, soooooooooooooooooooooooo, I have this pc.

HP Pavilion a6807c

Intel Dual Cpu E2220 2.4GHz
5 Gb Ram Ddr2
450 GB HardDrive
Intel Gma 3100 (graphics card, which im upgrading to 9800gtx)
300 Wattage

I'm getting a Nvidia 9800gtx, and i'm wondering how much watts will i need to upgrade to?

And will the 9800gtx bottleneck anything?

You have insufficient PSU for ANY graphics card. And yes, its likely any modern GPU may bottle that CPU.
