Assuming a standard PC with no watercooling etc, he needs nothing close to a 600W PSU. With that GPU, the whole PC would be struggling to pull 300W from the wall (GPU flat out will drag 12A may be). This PSU would work perfectly fine http://www.newegg.com/Product/Product.aspx?Item=N82E16817139026

at $25 after rebate its a great deal, and with 32A on the 12V rail, it will power the R9 270X perfectly fine.
