Win 10 black screen with cursor

Turnibg on my computer the win 10 logo comes up and then black and a white cursor.
Iv had win 10 for a while and I need to get on it with out reinstalling an os. Can anyone help me
 
It's one my dad buit himself and passed it down to me.. I have a pdf file and it's a form that's a pain in the ass to refill out.. I would prefer to keep it rather then look for it again and refill it out..
I tried booting from a cd with Linux on it but when I try to aces the windows drive it comes up with an error
 
Definitely sounds like the drive is bad or has errors to where it can't be accessed. What brand of drive is it? You can try running the drive manufacturer's disk diagnostic program to test the drive for errors.
