Win 7 bootup failures

Hi. A family friend of mine has an Acer Aspire M1800 desktop PC -out of warranty - and is experiencing issues with it booting up. It previously had Vista installed and we wiped everything and installed Windows 7 instead due to many reasons which I won't go into. The installation and setup was fine. Only once did it freeze completely in idle (Windows loaded and user logged on). When a hard reset was performed to rectify this, it got stuck on the ACER screen ("Acer Empowering People" with "Del: Enter BIOS Setup F12: Display Boot Menu" on the bottom. The keyboard was not responding, so couldn't even get into BIOS or anything! Keyboard (USB type) cable has been reseated several times (and tried different USB ports) to no avail.

Can anyone make a suggestion as to what is going on? Could the hard drive be on its way out, or maybe the video card is playing up? Don't have any spare parts to perform a swap. It's only around 3 years old.

By the way, it was all working fine for a while, therefore didn't just happen straight after the installation.

If you are comfortable with a chassis teardown, unplug everything, and open the tower. Remove all RAM, and the BIOS battery. Press and hold the power button for 30 seconds. Put the BIOS battery and one RAM module back and restart. Let us know how that goes.
 
Yes, this could be a symptom of a bad piece of hardware, either memory or hard drive or something else. If you remove the hard drive does it continue to boot?
 
Thanks the replies everyone. Turns out one of her RAM sticks was faulty. Both have been replaced and is now working. Cheers.
