Win 7 Recovery CD HELP!!

when i boot from the win 7 recovery cd, the files do load but i get a blank screen afterward (none of the recovery options is seen!). I get the same blank screen when I run win 7 installation cd. I have already configured my dvd drive to be the first boot device and hard drive to be the 2nd. I wonder if someone could help me figuring out the problem. Cheers!! :)

note: i have a packard bell core i5 laptop. I previously tried to restore my pc to factory default settings. However, after 3 hours or so (which of course is highly unusual), while accessorial softwares were still being downloaded, my pc got hanged. So using the power button I shut it down; I have been facing the issue since then!
 
When you boot the laptop tap F8 and see if you can run using the last known good configuration...?

well i did try that option...my pc got stuck at the 'win 7 logo'...then it got restarted, just after showing a blue screen for less than a sec!! Other options result in the same way!

oh and i get windows boot manager error, when i boot from the hd. It also shows some sort of error code:
"Status: 0*c000000f
Info: The boot selection failed because a required device is inaccessible."

I just cant figure out what the problem is!

Sorry to be so vague but hopefully you will find something above that will solve your issue.
 
if you're still having troubles, you can do your system restore from a previous date. Try it a couple of times if it doesn't work, and be patient. It worked out for me.

(Win7 sucks!)
