win2000 and ftp server

si im trying to connect to an ftp server from a win2k pc. even with the correct username and password i can't log in.so i created another account and i also enabled anonymous login on that ftp server but nothin works. when i try on a winxp pc all works..so what is blocking win2k from ftp'ing ?
is there a service i should enable or disable ?

let me edit, the winxp pc also cant connect. im not on the same workgroup as them.

my mistake sorry i didn't put my server online i just started the process.
