i got a genuine copy of windows 7 retail version (with cd key) and im going to build a new pc plus im going to give this pc im using now to my sis thats running windows 7 my query is can i install another copy of windows 7 on my new build or do i need to delete the copy on my old build to install on my new build

If it is a single user copy, you can only have it on 1 computer at a time. You would have to get a new copy of windows for either yourself or your sister, unless she already has a retail key, then you can just use that on either yours or her computer (if it is a different version of Windows).
Basically, you will need 2 unique keys, 1 for each computer. You can leave the one on her computer and get another, that would probably be the easiest way, or format hers, take your copy with you, and she install a new one on hers
