A computer with Windows 10 does not allow to install OpenOffice, LibreOffice and other programs. What settings should be changed?
 
What exactly happens when you try to install them? If nothing will install then it sounds like a corrupt windows installation.
 
I can absolutely use LibreOffice on Windows 10. Maybe you don't have administrator privileges?
 
Sounds like you don't have administrator privileges to install applications, when you try to install it what error do you see?
