Windows 11 as upgrade versus native OS? Speed difference?

I read somewhere that for people that upgraded their Windows 10 to 11 it runs significantly slower after compared to computers that had Windows 11 pre-installed when they got the computer. Anyone else hear this?
 
All depends on the hardware it has. Quad core cpu, with 16gb ram and an SSD will run just fine. Entry level machines will have issues.
