Windows 7 CPU throttle

I just installed windows 7 RC1 (cause its free ) on my laptop. Now my CPU is limited to 1 ghz. It is normally 1.8 ghz. I am using CPU-Z to find this out. I hae made sure the power settings make the min and max throttle 100%. How do I fix this?

Intel Speed Step. Limits your CPU power until it's needed.

Disable in your BIOS.

oh that makes sense. Thats awesome. I was just worried I was being limited. It goes right up to 1.8 when I play music. I just remembered my desktop also does this
