Windows 7 Folder Options

I'm kinda new to Windows 7 and I figured out how to show hidden folders but when I did that I discovered that some of the folders are locked. Does anyone who has Windows 7 know how to unblock these folders?

Which folders?

The only reason they would be "locked" is if a process is using a file inside the folder, or you're not logged in as an Admin.

It says that I am an Admin but when I try to go into Documents and Settings for example it says the folder is locked and that I need to be an Admin.

Have you restarted the computer lately?
