I have a quick question. I can get 16TB (4x4TB) HDD's for a good price. So... I was wondering if Windows 7 64bit can use/recognize the full 16TB. If not, do I need Windows Server or a RAID Controller Card?

I think what you want to do will work. Windows 7 x64 is listed as an OS which will allow you to use disks larger than 2.2TB as boot and data disks.
