do i have to reinstall windows 7 because i am upgrading motherboard, cpu, and graphics card.
If i do, will i lose everything on my computer

Yes you do.

You can make a new partition on the hard drive within the windows 7 install setup and install the OS there. Then once it is installed you can access the old partition and your files, copy them over and then delete the old partition. Then expand the new partition. This becomes essentially a dual boot.

The other way to do it is to get another hard drive, format it and install Windows 7 on that. Then attach your old drive.

Or you could simply do a repair install. Research these 3 first to find out your best option. There is no need to lose your data.

Let me say this first, its always better to do a clean install if your changing the motherboard. But it can be done, starting with uninstalling all the driver from your old mother board. and a few other tweaks before changing out. 95% of the problem is with changing the board out, is driver conflits from the old board.
