Windows 7 - "there is a file called C:/Program"

I downloaded a pdfwriter that named itself Program under the C drive and I am getting the following error message from Windows 7 on startup:

"There is a file or folder on your computer called C:/Program which could cause certain applications to not function correctly. Renaming it to C:/Program1 would solve this problem. Would you like to rename it now?"

If I click yes to rename it, I receive a message that states: "The action can't be completed because the folder or the file in it is open in another program."

When I try to delete the file I get the following error message: "You require permission from administrators to make this change."

Does anyone know how to get rid of C:/Program ?

Any help would be appreciated.
 
The name of the folder is called just called "program" and it is on the C:/ drive. The actual program inside the folder is pdf writer software. This is not the same folder named "programs" in Windows 7. This has nothing to do with the program being compatible with Windows 7. I cannot rename or delete the folder.
