Windows 8 OEM and windows 8 Pro OEM are transferable?

I did a quick search and did not find any post on this topic. Sorry if I missed it.

I was looking at getting a newer operating system for my HTPC and came across information that suggests Windows 8 and Windows 8 Pro is approved for home built systems under the "Personal use license" PUL. This would make me quite happy, as I like to tinker and will likely be replacing the motherboard and CPU within two years. I did not want to buy the Windows 7 OEM, because that is not transferable once installed.

I hope I am reading everything correctly. I will probably purchase a full copy of Windows 8 Pro (64 bit) if I understand the PUL correctly.
 
OEM licenses are NOT transferable to a new machine. However, the full version license IS.

You may transfer Get Genuine Windows software, Pro Pack or Media Center Pack software only together with the licensed computer. ) the way I understand it. Retail versions are transferable.
But, Windows 8 will "NOT" be made a Retail version, but it is still a full version.
