Every time I try to open a pdf file a word pad window pops up.

Go into File Explorer and right click on the PDF, choose Open With and then Choose Default Program. From here you will choose the program of your choice (Adobe Reader preferably) to open PDF and the OS will remember what to use from now on.
 
I think what John said is the easiest and fastest way to fix this, with added benefit of updating.
 
Also check to make sure you have a program installed that can read PDF files. Adobe Reader isn't installed as part of Windows and must be installed separately.
 
You cannot open pdf files in word pad.. you will need a pdf reader/ writer like nitro pdf..
