It is possible to cancel straight through the windows 98SE logon promt.

Is it possible to create a log on screen that you can't cancel through?
 
You can just hit the cancel button and get into Windows, but you may be able to set a few restrictions on what people can do in the general account.
 
Yes you can get thru the logon prompt in 98SE. You can set up security etc in 98SE but it is a waste of time. There is no security in 98SE that cannot be bypassed. If it is a measure of security you want then upgrade to XP or even 2000. Be aware that security there can also be bypassed but not nearly as easy as 98SE.
