Windows is blocking files, how to unblock??

Hello.

I am trying to open a file I downloaded, that I know is a safe file, because it is too small to have adware or whatever, and I have used it before on other computers...

When I attempt to open it, "To help protect your computer, Windows has blocked access to this file."

Now I continued reading about how to unblock it, and according to windows, I must right click the file, click properties and uncheck "Block"

When I go into its properties, there are no unblock nor block selections...

How can I unblock this file? I need to get it opened :'(

OMG...... Im trying to turn off the Internet Options Security OFF or Low....AND my friekin OS wont let me turn it below High..... PLEASE HELP

im guessing, it depends what OS ya got
