Windows lowered my aesthetics for performance. Now I want it back!

Hi!
Yet again I turn to you guys for some much needed advice.

Some of you might remember that I had some trouble with my CPU underperfoming that you guys helped me with. :) Link to thread: http://www.computerforum.com/224590-my-cpu-not-performing-expected.html

Now, during this time my computer asked me if I wanted to lower some of the aesthetics so that the computer would perform better. It's not a big issue, it's just bothersome that with such a strong computer I have to look at what looks like Windows 98 in action. It's only when I for example: drag the web browser from one screen to the other, it's like a grey-ish color border with nothing inside it. Like I said, it looks like I have W98...

I've been through the entire control panel looking for a solution, but to no end. Do you guys have the answer?
 
Right click the desktop, click personalize, then select Windows 7 under the Aero themes.

I've tried this several times, using different themes and even downloading new ones. Doesn't work.

The whole desktop doesn't look like it's from windows 98. Only when I drag something across the screen. Could it be because I have Windows 8? If it is, I'm not liking it one bit...
 
Okay try this. Right click Computer (on the desktop) and choose Properties. Then click Advanced System Settings in the left pane. It should open into the Advanced tab. Under Performance click Settings. Then click the radio button "Adjust for best appearance". Then click Apply and OK.
