Windows! - Not accessible! HELP!

I was fiddling round with security settings on XP Home Edition. You may know the only way to set access rights to files and folders is in Safe Mode. I wanted to stop my users being able to accee the "Windows" Folder, so i disabled access to the folder. Now NO-ONE can log on, it accept there password, says logging on, then change to logging off! I cannot log back on to change these access rights back!
Is there a way to change these back without having to log on? How can i fix this problem so that i may be able to log back on again?!

Any help would be much appreciated!

If I were you I'd attempt a repair install of Windows using your original setup disk. That's different from a fresh install in that your files and settings should be saved. Make sure you follow the correct procedure in Setup though.

?

Can't you set the permissions back by the same method you used to screw it up? If not, try turning off the computer when the blue bars are goin accross the screen (The XP Loading screen) and then start back up...when you get to the list of options, go to "start computer with last known good configuration" or whatever it says, i cant remember exactly.

Happy Holidays!

No user can log in, under safe mode or normal mode. Not even the XP Admin Account, so i can't change how i set the permissions! Last Know Configuration i had already tried, and it does the same. I'll try the repair console on the XP set up disk. if i can find it!
