windows recognizing 2 out of 4gb DDR2

so... i got 4gb of memory in the mail.. dual channel etc...

the problem im having is that windows is only using 2gb out of that 4gb. from what i understand windows 32-bit should only recognize 3.25-3.75gb of the full 4gb. the problem is that its only recognizing 2.00gb.

i tested each stick seperately they work just fine, i tried switching memory slots (1 and 3, 2 and 4 dual channel).

my motherboard recognizes all of the memory just fine as well as cpu-z... but windows still only recognizes 2.00gb of the 4gb of memory. any ideas?
 
lol its custom built the motherboard supports 8gb of memory .. the problem im having is that the operating system wont show all the memory. or more than half.
 
problem solved. it was a bios setting i guess. now reads 3.00gb, which is expected until i get a 64-bit OS installed on here.
