Windows Redraw Lag

A friend has just put together a computer and I am trying to help to fix it. When I drag windows or try to scroll within a window it seems to be redrawing very slowly. If I drag the window across the screen it moves in a stuttering slow crawl. Everything else seems fine and it runs fast except for when I do anything that requires it to redraw the windows. The computer is using an AMD 3000+ with 512 RAM. I don't know what video card it is using but will post once I find out.
 
It sounds like it could be a lack of graphics memory, if it is an integrated chip try increasing the amount of memory allowed to it, usually done in the bios, and if it is a separate card make sure you have the drivers and everything installed correctly
 
It's using Windows XP 64x. Would you need to defrag a new computer? All the parts are new as of about a week ago. I have a feeling it is the graphic drivers.
 
under the advanced tab in system properties, click on settings for performace. you could lower the visual effects until you get it figured out. . .
