What do all business's have, when you log onto the server and not the actual machine, so every has the same files and programs,
What's the actual name for that.

I've got windows server 2003 enterprise edition, and i would like something very simular to that, how do i go about doing it?

you need to set up active directory and then create a user database, probably look into building an LDAP user database since it is the most supported open source standard.

You may just want to go purchase the active directory MCSE training book and go through it, it would benefit you a lot if you are just starting to learn the stuff. At my work we use eDirectory and Open Directory so I could answer those questions better. I have not had a lot of hands on real work experience with Active Directory other than going through a few training courses and playing around with it a few times.
