Windows Shuts down when i Change USB devices

Hi,
On my laptop there is only 2 USB ports. If i ever want to plug in My USB 2.0 CDRW, I need to unplug my Router. So i do the safely remove hardware thing, But when i put in the CDRW, The dreaded blue scrren come up sayin windows has shut down to prevent damage to my computer. I then have to restart. What am i doing wrong? Im using XP Home.
 
You're drivers for the CDRW may not be installed properly, or you haven't installed the
USB-2 patches.

First copy the DRIVERS for your CDRW to your hard-disk, and remove the CDRW from the USB connection. (Using SAFELY REMOVE HARD-WARE, of course).
Re-start your computer, (Safe mode is usually easier), and goto CONTROL-PANEL
/DEVICE-MANAGER and remove any reference to your CDRW. .
Click the SETUP program for your CDRW.
Restart if required.
Re-attach your CDRW.
