Windows Update problem

My windows updater keeps telling me that a paticular update "Cumulative secutiry update for outlook express 6 sp1 KB8523353".

I click to install it. It progresses as normal... finishes... says please restart... i restart....
5 mins later the whole cycle start again.

Any thoughts on a fix.

Maybe there is a prerequisite to that update. Your problem is really strange. I've had a problem similiar happen and it was because there was a prereq to the update I was trying to get. I know this doesn't help much but it is a thought.
