Windows wont let me install a new HDD

Ok, got another HDD from a friend, put it in my PC and made sure the BIOS recognized it as a slave drive, which it did. Then, when I go into My Computer, the hard drive isnt there, but it IS shown in device manager. When I go to create a new partition on it it also isnt recognized, just my main one is. In this pic, it shows the drive im trying to install, the Maxtor one.

 
Oh I thought if I booted using the CD i would have to install Windows on the HDD also..... i'll give it a try.
 
Well i couldnt do it that way.... the setup just said the the drive could not be read or somethin like that.... could it be damaged?
 
Maybe, there should be some way of getting to a point where you can put the proper file system on the drive i.e. FAT32 or NTFS (otherwise, Windows won't recognize it...)
 
Ya I download a thing from Maxtor's (Company who makes the HDD) website called Maxblast. I just copied it onto a floppy then booted from the floppy disk. The program formatted it for me and now its working fine.
