Windows xp Home problems

I have just installed windows xp home edition, updated it, installed drivers and some programs, and I get 2 problems.

1. After the OS loads and the applications need to load it freezes for few seconds, no HDD activity, and double clicking on My computer doesn't happen anything, but the start menu opens, right click menus also do, but it takes like 30 secs - 1 min after everything works again, and then the logon sound plays...
What can cause this delay?

2. Often the PC restarts lately, even before installing windows when I had Ubuntu. I think it has to do something with the electrical safety fuse in my apartment because there is a noise like sparks coming from it, but hardly hearable, and it's hot.
 
The random restarts sound like a potential PSU failure to me, the freezing may also be caused by such a failure, but I'm not as sure about that. Either way, do you have an available PSU around to test with?

How much ram do you have? and the electrical issue doesn't sound safe, might wanna get that checked out.
 
I've got news. Problem #1 was caused by the antivirus software, good that it was a trial. I replaced it with another antivirus and now starts normally.

Problem #2 is caused by faulty safety fuse, it gets really hot when computer is on. Now I connected the computer at another circuit, which apparently works just fine. Now that safety fuse has to be fixed soon.
