Windows XP Setup Blue Screen

Im trying to start up my OS (Windows Xp) but its just frozen on a blue screen that says windows setup in the corner. Whats could be wrong?

how long did you leave it on the blue screen for? And also, whats the specs of your computer?
 
Ive left it on for quite awhile, nothing happens. I read that this could be a problem becuz of the brand new SATA drive im trying to install onto, but ther motherboar d(Asus P5WD2-Premium) does support sata and i tried putting in a floppy with SATA drivers but it never lets me press f6. Boot order doesn't seem to change anything. Yes, this is my first time using this windoes xp disc (OS). I have no clue what to do.

SATA seagate barracuda 200 GB
DVd/cd rom drive
p4 intel 3.4 ghz
floppy
