Windows XP Wobbles

I just got a new PC. When I left click my mouse to move a window, after it moves it kind of rolls or wobbles to catch up to where I've moved it. This is probably an easy fix but I just can't seem to locate it. Any help appreciated

what is you computer spec?
Did you scan for spyware or viruses?
Do you have low high memory usage? (are there a lot of programs in the task bar)

Do you know what graphics card it has. Im pretty sure it just needs drivers to be installed

you probably set it up wrong. try refromat it again it might help. If it help he owns me 50 dollars to fix it. Or try or try to right click on properties and go to screensavers > power lower right if I belive.
