That looks like an old Socket A build there seeing a 32bit not 64/32bit capable cpu. You would need at least a Socket 754 or newer AMD 64bit capable cpu in order to run one of the 64bit versions of Windows. Vista also has a new 64bit edition out. Sorry! But you will need a new build seeing a 64bit capable cpu for that.
 
Depends on what sempron you have, cant tell by the 1.86ghz. The Socket A Sempron 2800+ was 2.0ghz and the Socket 754 Sempron 2800+ was 1.6ghz. If its the 754 it still depends because they made a 32 and 64 bit Sempron 2800
 
One look at the sig shows 512mb of ram, a 120gb most likely ide hard drive. and the one item that points at an older Socket A system in the GeForce FX5500. That's why the mention of having at least a 754 model board to see a 64bit capable cpu. The late 2003 Semprons would be 64bit by then.
 
They made 4 2800 Semprons in 754, 2 were 32bit and 2 were 64bit. The BA and AX were 32bit. In 2005 they released the BX and BO that had the 64bit enabled.

All four 2800+s are 1.6ghz as seen in the AMD information. You have a 75% chance of having one of the 3 that will run a 64bit OS. The 32bit only model was seen when the 754 model boards were first seen soon to be replaced by the later arrivals. When was the cpu first bought?
 
I was installing SUSE linux on my computer with a Sempron 2800+ and it said "Cool computer, but you're installing a 32 bit operating system on a 64 computer"

I was like "Doh!"
 
Actually Linux is more of a 24bit OS not so much 32bit. Some newer releases now see some ability to run 32bit programs and allow for running a distro in a virtual machine through Windows. But this on newer 32bit 64bit cpus that allow for both while that was set for 64bit only apparently. Most likely that was programmed into the bios there to see that.
