winsis.exe What is it???

I've got this program which keeps trying to connect to a website. The full address is: C:\WINNT\SYSTEM32\WINSIS.EXE
It is definitely "WINSIS" and not "WINSYS"
I've done a web search and have found absolutely nothing
Any ideas?

When did this start occuring?
What program is notifiying you of this action?
Have you installed any new drivers / programs/ hardware?
Do you have any SiS brand chips/components on any of your hardware?

The only thing I can find about it, is that it is Image Processing Software, do you have this program installed on your machine?
