Wireless Connection Makes Me Restart Vista!

I have Windows Vista and we have Time Warner internet (I kno, it really sucks). Well, we have a Belkin router and sometimes the internet stops working and we have to reset the router. When this happens, my wireless connection (Netgear PCI card) does not find any networks. My roomates have no problem. If I restart my computer, it works properly. I tried to disable the connection (so i could enable it later), but it would not disable. When I try this and later restart Windows, the blue-ish screen that says Windows Is Shutting Down with the circle spinning stays on the screen and nothing happens.

I hate having to restart my computer since I usually keep it on. Is there anyone who might know why this is happening? I am in college and there are unfortunately no other alternatives for internet. Thanks for anyone who can help!
 
I am going to add as side note that Belkin wireless routers suck... at least in my personal experience..

besides that, you can try a few things... updating your drivers on the NIC, if that doesnt work try swapping nics with a known good one... like one of your roommates if thats possible and if hes not going to be an ass hat about it.
